About CFP

CFP is a fully online e-Application/e-Amendment system for all Vermont supervisory unions/school districts.  The districts must apply for their consolidated federal programs funds using the system. Funds are allocated to each LEA, based on federal formulas and allocation amounts. Consolidated funds include:

 

  * Title I, Part A   - Improving the Academic Achievement of the Disadvantaged
 * Title II, Part A  - Improving Teacher Quality
 * Title II, Part D  - Enhancing Education through Technology
 * Title IV, Part A - Safe and Drug-free Schools and Communities
 * Title V, Part A  - Innovative Programs    

  

About our work

We developed this PHP application for the State of Vermont over four years.  Initially, it was hosted at GreenRiver.org, but the software was so successful that the State of Vermont decided they wanted us to migrate it to their Oracle database and move the software onto their servers.  This was accomplished in 2006, and since then we have been developing the applicaiton on our servers, but deploying and maintaining it on the State of Vermont network.  

 

The software is complex because it supports mutliple years, new applications, and admendments.  It includes  

  
  • School district user interface
  • Amendments
  • Waivers and reports
  • Electronic signature
  • Administrative interface for Department personell
  • Usage Logging
  • User management
  • Financial allocation management
  •  

    Thus far, we have saved the districts large amounts of time in filling out the Title I - IV forms, and also facilitiated the Department's ability to audit the applicaitons.  Our long term vision for the applications includes aligning this project with our school improvement work by supporting the implementation at the districts with goal setting, action plan development, and formative feedback provided to district personnel.
